By the time the official news on new contracts are out, it may be too late . So, buy some first and average downwards and upwards. This stock has not move much.

Even if the person is aware of these inside information, he would be a fool to admit it publicly...... that is digging his own grave to get into trouble with Insider Trading.
As there are people who say, buy on rumour sell on news.
Though it is rumour now, it is up to individuals to DYODD whether they want to believe in this rumour, and then benenfit from it if the price shoot up because the rumour becomes news. If it turns out to be a fake rumour, then blame it on his naivety for believing the rumour or bad luck.

Agreed. Think it's best to take these rumors about new contracts with a pinch of salt esp on forums.

It is an SGX criminal offence for those privy to info to abuse their position by disclosing info publicly or trade based on the privy info.
