BUSINESS IN SHENYANG
Singapore, 25 June 2009 – Sembcorp continued to make progress in its water projects in China,
signing a Heads of Agreement (HoA) with the Shenyang Economic & Technological Development
Area Administrative Committee (SEDA AC) to explore entering a project for wastewater treatment
in Shenyang, Liaoning Province. This is in addition to Sembcorp’s existing presence in the
Shenyang, which includes three water works facilities, water intake systems and a water
distribution network.
The HoA was inked today on the sidelines of the Singapore International Water Week’s China
Business Forum. It was signed on behalf of the SEDA AC by Cao Yang, Vice Director of the
Shenyang Municipal Government’s Southeast Asia Economic & Trade Rep Office (沈阳市人民政府
驻东南亚经贸代表处副主任曹阳), and on behalf of Sembcorp by the CEO of Sembcorp’s China
operations Dr Jeffrey Chen (胜科中国区首席执行官陈明信博士). Also present to witness the
signing were the Director of the Shenyang Municipal Government’s Southeast Asia Economic &
Trade Rep Office, Li Liming (.沈阳市人民政府驻东南亚经贸代表处主任李力铭), Chairman of the
Shenyang Water Group Co. Zhang Guoxiang (沈阳水务集团有限公司董事长张国祥), International

Sembcorp Industries, owner of the world’s second-largest oil-rig maker, plans to boost its water-supply business by 50% by 2013 in Asia’s US$14 billion ($20.4 billion) water market, an official said. Sembcorp, which is setting up a $180 million water-treatment facility to meet about 15% of Singapore’s water needs, plans to expand into industrial water-treating in the Middle East and China, Executive Vice President Tan Cheng Guan told reporters today. The company starts supplies from the Changi Newater plant in two weeks’ time. “China’s megacities will create opportunities to put in new water management systems,” Tan said. “We are focusing on large-scale desalination plants and power projects in the Middle East.” Sembcorp plans to boost the capacity of its water treatment business by 2 million cubic metres a day from an existing 4 million, Tan said. It may cost $200 to $1,500 per cubic metres of capacity, with sea-water desalination plants the most expensive, he said. The Changi project in Singapore will produce at its full capacity of 228,000 cubic metres (50 million gallons) per day of water, enough to fill 152 million 1.5-litre bottles, from next year, Tan said. The company is selling water from the plant to the Public Utilities Board of Singapore at 30 cents per cubic metre, he said. The cost of production, which involves purifying water using membranes and ultraviolet rays, may be around 22 to 23 cents, he said. Sembcorp is focusing on industrial water and desalination projects because the margins on cleansing dirty, chemical-greased water for industries such as chip making are high compared with supplying water to homes in municipal projects, he said. The industrial water business accounts for about 8% of the water market in the Asia-Pacific region, he said. |

PROSPECTS
Utilities
As a result of the global economic downturn and slowdown in the petrochemical and chemical sector, our business may face some challenges. In 2009, our UK operations will also see the full-year impact of the
expiry of certain favourable supply contracts. We expect our other sites in Singapore, China, Vietnam and the Middle East to be less affected due to long-term contracts with customers.
Marine
Our Marine business has a net order book of S$8.65 billion with completion and deliveries stretching till early 2012. The long-term fundamentals driving the future deepwater activities continue to be strong with
the futures market pointing toward a rebound in oil and gas prices. For ship repair, Singapore’s strategic location and its reputation as an international maritime centre coupled with the Group’s strategic alliances
and partnerships fostered with long-term customers will provide a stable base-load to cushion Marine from the impact arising from the current economic turmoil. Market for the large FPSO (floating production
storage offloading) units and production platforms is expected to remain strong based on owners’ longterm commercial viability of the projects.
Notwithstanding the current challenges due to the economic downturn and the credit crunch leading to the possibility of some deferments and cancellations, Marine does not expect any material adverse impact on
its performance.
Environment
The performance of our Environment business in 2009 is expected to be better than that of 2008.
Industrial Parks
Industrial Parks business’ performance in 2009 will be affected by the global economic slowdown and resultant weak investor sentiment.
Sembcorp Group
The global economic and financial environment is expected to remain very challenging for the rest of the year.
Sembcorp remains committed to proactive and prudent management of its existing businesses and
should be able to deliver satisfactory results for the year.

In a filing to the Singapore Exchange, the rig-building and utilities company said that it will consider and, if thought fit, to pass the resolution that will allow Sembcorp to issue shares in the capital of the company via rights or bonus shares or other means that will require shares to be issued.
The AGM is due to be held on April 20.
