Wood chips to power 40,000 vehicles in biomass fuel initiative

The Environment Ministry said Thursday it will launch a project to mass produce environmentally friendly biomass fuel made from materials like wood chips to power about 40,000 motor vehicles annually in metropolitan areas.

The ministry also plans to help build about 100 special gas stations in urban areas in the Kanto and Kansai regions, where people can fill up their cars with the biofuel, which is free of greenhouse-gas emissions, ministry officials said.

The biofuel can be used for vehicles that run on regular gasoline.

The ministry plans to ask the Finance Ministry to allocate about 10 billion yen to finance the project in the budget for fiscal 2007 and to consider tax incentives related to the project, the officials said.

In the project, the ministry will produce the so-called E3 fuel, or gasoline containing 3 percent bioethanol made of wood, at the world's first facility for producing ethanol from wood refuse being built in Osaka Prefecture, they said.

The E3 fuel supply will reach 47,000 kiloliters per year, they said.

The officials said Japan lags behind many other countries in promoting biomass energy, which is useful in reducing global warming, and the plan is aimed at raising awareness about the importance of alternative energy.

The ministry plans to assist corporations entering the biofuel business and automakers developing vehicles that can run on E10 fuel, or gasoline containing 10 percent bioethanol, the officials said.

Beetle wood could fuel ethanol plant

Producing ethanol out of beetle-killed wood could be part of the future for pulp and paper mills, according to a UNBC environmental engineering professor.

Stephen Helle, who gave a presentation on his research findings Wednesday during a seminar at UNBC, says a stand-alone ethanol plant is not viable because the process for breaking down so-called "grey" pine struck by the beetle is too expensive.

But he suggests ethanol production may still be a worthwhile sideline for kraft pulp mills.

There is one major hurdle. Helle estimates the technology needed to carry out the process costs $80 million, but he believes the abundance of low-cost beetle-killed pine in the Prince George region may make the venture feasible.

In addition to water, wood is made up of three basic components -- cellulose, hemicellulose and lignum. It just so happens that the two basic ingredients for wood-based ethanol, hemicellulose and lignum are largely discarded while cellulose is extracted for the paper-making process.

Helle is proposing to take some of the hemicellulose and lignum out of the wood chips before they are turned into paper.

"This won't necessarily affect the number of chips that a pulp mill needs," he said. "They'll still have the same amount of cellulose, we're just taking something that gets destroyed in the pulping process and making that into ethanol," he said.

Tembec's sulfite-based pulp mill in Temiskaming, Quebec produces 18 million litres of ethanol per year from its pulping discharge. It's now the second-largest producer of industrial alcohol in Canada and most vinegar and related pickle products sold in Eastern Canada are produced from Tembec's ethanol.

But the sulfite process cannot produce pulp from pine while using kraft mills to make ethanol would be breaking new ground. Asked how receptive pulp and paper mills have been, Helle said he's received mixed reviews.

"The mill in Quebec is very proactive and they want to produce as many different products as possible," Helle said. "But the problem with ethanol is it's a very low value, and the people I've been talking to recently have been saying the pulp mills haven't been doing so well these days and they don't want to invest projects that take a long time to pay back.

"But with the right incentives and maybe pilot trials that worked really well ... there is growing interest at least in the pulping industry as a whole in diversifying the product line."

Helle's researched involved comparing two processes for breaking down beetle-killed pine into the sugars that are then distilled into ethanol -- one involving naturally-occurring enzymes and the other using acid at a high temperature.

He concluded that the acid process is more feasible although the necessary equipment is still very expensive -- to the tune of $80 million. It would allow a facility that processes 500 tonnes of wood chips per day to produce up to 70 million litres of ethanol per year by Helle's calculations.

He asserts producing ethanol from beetle-killed wood is far superior to making it out of corn. An acre of corn can yield 1,135 litres, while an acre of pine produces 10,000 litres although that number declines as the dead trees continue to decompose. Asked about the fact that it takes 80 years for a pine tree to grow, Helle countered that source material is essentially the waste products from sawmills.

"You don't actually have to go out and harvest additional wood," he said.

Mr Johansson had been with Pöyry for over twenty years and was principally involved in the implementation of numerous pulp and paper projects in Europe and Asia. He is familiar with Indonesia as he was based in Jakarta from the period of 1994 to 2003. During the engagement, he handled various projects for a number of major pulp & paper companies in Indonesia, Thailand, Malaysia and the Philippines.

"As for UFS's woodchip mill, Mr Prasetya is aiming for output of 350,000 tonnes this year. Assuming a selling price of US$160 a tonne, and production and wood costs of US$70 and $30 a tonne each, UFS is looking at earnings before interest, tax, depreciation and amortisation of about US$20 million this year. After accounting for interest, depreciation and taxes, UFS may be able to chalk up a net profit of just under US$12 million or about $18 million.

Meanwhile, its construction business has an order book of about $150 million and is in the running for another $150 million of projects. Assuming it is able to complete $150 million at a net profit margin of 5 per cent, that will rake in $7.5 million net earnings.

So excluding the forest asset, UFS's other businesses are trading at about 11 times earnings this year, and possibly just over seven times next year's earnings after accounting for the full year's production for the woodchip mill and some growth for its construction business. "

Indonesia's Kiani to settle 160 mln usd debt to Bank Mandiri

settle its remaining debt of about 160 mln usd to PT Bank
Mandiri in August or as early as next month using fresh funds it
received from a new owner
, Bisnis Indonesia reported.

The debt repayment was previously scheduled for November at the
latest.

"The funding for debt repayment comes from Hashim
Djojohadikusumo. We will repay the debt ahead of schedule,"
Bisnis quoted Kiani chief commissioner Luhut Pandjaitan as
saying.

Djojohadikusumo has recently acquired a 50 pct stake in Kiani
from his brother and Kiani's owner, Prabowo Subianto, for an
