COSCO wins high-end Flotel




Axis Offshore Orders a Second Harsh Environment Semi-submersible Flotel

September 10, 2013, Axis Offshore announced the ordering of the company?s second semi-submersible flotel, Axis Vega.

Axis Vega is the second in a series of up to four flotels to be built at COSCO Shipyard. Axis Vega is expected to be delivered year-end 2015.

The sister vessel, Axis Nova, has been under construction at COSCO Shipyard since August 2012 and will be delivered in 1Q15.

The new-buildings are targeted for the strong demand for modern flotels to operate in the harsh environment of the North Sea, especially in the Norwegian and UK sector with emphasis on high safety standards and comfortable solutions for offshore accommodation for up to 500 crew and guests.

Axis Nova and Axis Vega are based on the GM500A design in compliance with Norwegian rules. The flotels have 11.5 meter operational air-gap, dynamic positioning systems (DP3) as well as mooring to enable year-round operability in the North Sea.

The CEO of Axis Offshore, Mr. Jesper Kragh Andresen, comments: ?The positive responses and growing interests Axis Offshore is receiving from clients reinforce our belief in the superior specification underlying our new-buildings. While we see strong potential for our new-buildings in the North Sea, we remain keen to expand our presence in other regions as well?.

The chairman of Axis Offshore, Mr. Helge Haakonsen, comments: ?Axis Offshore is committed to grow our activities in the high-end flotel segment and we are very pleased to continue the roll-out of our strategy with the ordering of Axis Vega.

In July 2012, partners HitecVision and J. Lauritzen formed the joint venture Axis Offshore in the flotel segment. In addition to Axis Nova and Axis Vega, Axis Offshore owns the flotel Dan Swift, currently on long-term charter to Petrobras in Brazil.

COSCO Shipyard second batch started FPSO offshore module

Following the delivery of the first batch of August 1 FPSO offshore module, September 7, Shanghai COSCO Shipyard for the construction of the second batch of Petrobras FPSO offshore module N515/N516 ignition start, owner's representative, ABS representatives, company leaders and marine engineering project team members, attended the groundbreaking ceremony.

The largest of these modules long, 15.2 meters wide and 41.4 meters, 23.5 meters high and weighs about 1,880 tons. According to the project plan, the construction period of these modules can be significantly reduced compared with the previous batch, construction cost control, HSE management, procurement management and control, construction quality and other aspects will have been greatly improved.

COSCO to expand operations in Greece

China's largest bulk shipper COSCO Holdings Co has agreed a multi-million-euro expansion of its container operations at Greece's biggest port Piraeus (OLP), easing the way for the port's privatization.

Under a deal announced by Greek officials yesterday, COSCO will not pay fees to OLP in return for making the investment, removing a question mark over growth at the port and moving Greece a step closer to selling its 74 percent stake.

In turn this could add impetus to Greece's ailing sell-off program, which has been hampered by the wariness of international investors to buy assets in the recession-hit country but which remains vital if Greece is to keep receiving bailout funds and debt relief from its international lenders.

" This agreement is as valuable as the initial one which brought the Chinese company to Greece," shipping minister Miltiades Varvitsiotis told newspaper Naftemporiki.

COSCO took over management of OLP's container port in 2008.

Under the terms of the agreement, COSCO will spend 230 million euros (US$303 million) to increase Piraeus's cargo handling capacity by two-thirds over the next seven years to an annual 6.2 million TEUs (twenty-foot equivalent units).

In exchange, the deal suspends the fixed guaranteed fees COSCO was contractually obliged to pay to OLP, until Greece's gross domestic product returns to its pre-crisis level of 2008, " plus 2 percent each year."

According to Greek GDP forecasts, this concession effectively suspends COSCO's payments until after 2020, saving the Chinese company at least 250 million euros.

The deal will be submitted to the two companies' boards for final approval.

Piraeus, one of Europe's busiest tourism ports handling 20 million passengers a year mainly to and from the Greek islands, aspires to boost its cargo trade and become a gateway for Chinese trade into the region.
