Ms Chua Yang Joo was fined $77,000 for trading Biosensors shares while in possession of sensitive information. She was the company secretary and senior vice president, finance of Biosensors at the time of the trade. In 2006, she sold 100,000 Biosensors shares while in possession of non-public price sensitive information relating to the 2006 financial results by virtue of her position in Biosensors. The SGX Listing Rules state that a listed company's employees should not should not deal in their share during the blackout period which for Biosensors was one month before the release of the final-year financial results to the date of release of the results. While she traded outside the blackout period, the Securities and Futures Act prohibits a person from trading the shares of a company if in possession of related price sensitive information. "The law prohibits dealing while in possession of non-public price sensitive information, regardless of whether the trades are conducted during or outside the blackout period. Accordingly, market participants should not trade at any time while in possession of such information," said Mr Shane Tregillis, deputy managing director, Monetary Authority of Singapore. |
