The desire to act in solidarity with the Libyan people demands that we assess the available options against the core principle of legitimacy that any intervention must satisfy: Do no harm...
(that is, do not do more harm on balance by the likelihood that  coercive intervention would satisfy this principle is severely constrained when evaluated against the historical record, logistical realities, and the incentives and interests of the states in a position to serve as the would-be external interveners).

Latest news--(Reuters) - Allied air strikes may have galvanized Muammar Gaddafi's campaign against Western " terrorists" and " colonialists," but deep within his Tripoli stronghold muted murmurs of dissent persist, as  bursts of anti-aircraft gunfire lit up the sky above Tripoli for a second night Sunday as troops appeared to try to shoot down Western warplanes.
Beyond Gaddafi's watchful eye  over ordinary Libyans quietly welcomed foreign intervention.
" People want change very soon. I hope everything will change soon. People are tired," said one man in Tripoli who, like most others, asked for anonymity for fear of reprisals.
Addressing a foreign journalist, he added: " You have to write the truth, that everyone here is against the regime." Another Western visitor said he was saluted solemnly by a shopkeeper Sunday as he paid for groceries. " Thank you," the elderly Libyan man told him.

Libya Army  announces ceasefire--His comments came shortly after the Libyan military announced  its second ceasefire since the UN resolution authorising the no-fly zone was passed.
But the White House has said it will not recognise a ceasefire declaration. " Our view at this point...is that it isn't true, or has been immediately violated," White House National Security Adviser Tom Donilon told reporters on Sunday.
Despite the strikes, the Libyan leader has vowed to fight on  and in  a televised address, a defiant Gaddafi promised a " long war" that his forces would win.
" We will fight for every square in our land," Gaddafi said. " We will die as martyrs."
Meanwhile...However, US Navy Vice Admiral William E Gortney added that any of Gaddafi's ground  troops advancing on pro-democracy forces are open targets for US and allied attacks.
" If they are moving on opposition forces ... yes, we will take them under attack," he told reporters.

Libya all factor in already. As oil supply has been solved. thats the only link libya has to our global economy. Therefore once the westerners took actions. Its good.

US Launches Missiles in Libya in 'First Phase' of Action
The US began strikes inside Libya Saturday afternoon, to take out Muammar Gaddafi's integrated air and defense missile systems along the northern coast, NBC news reported.
The series of more than 110 cruise missile strikes on Libyan targets is only the first phase of a multiphase operation, a senior U.S. military official said on Saturday, quoted by Reuters.
Vice Admiral Bill Gortney, director of the U.S. military's Joint Staff, declined to discuss what the next phase of the operations would be. He said more than 20 sites had been targeted in coalition strikes so far.
The French air force destroyed Libyan tanks and armored vehicles earlier on Saturday, the first shots fired in a U.N.-mandated military intervention to protect civilians from attacks by Muammar Gaddafi's forces.
A French defense ministry official said " a number of tanks and armored vehicles" were destroyed in the region of Benghazi, with initial action focusing on stopping Gaddafi's forces from advancing on the rebels' eastern stronghold.
Ambulances were rushing to transport " civilian casualties" in Libya's capital Tripoli after Western forces bombarded areas of the city, Libya's state news agency Jana reported. The report could not be independently verified.

War or no War - Libya main oil supply has already stopped since 2 weeks ago and Saudi has increase its output to meet the shortfall.  - Furthermore easing the oil prices is  Japan Earthquake  destroyed refinery, roads, cars therefore short term wise oil demand will drop in japan.
Like I say yesterday Libya news is old news and has been factored in.
1) BBs are happy that the westerners finally took action on Libya and not dragging it anymore. (Because the west want Gadhafi Out - so cease fire will never work) 
2) Japan 300 seems gaining ground on its nuclear containment.
