News will have to be made soon to clear the doubt. If not bank not willing to extend credit, contractors dun wan to built without giving them cash. New investor of the IR must have the immediate cash to restore the confidence badly needed. Also 50% - 50% joint venture is good, but sands must also resolve its default issue. If not partner are worried being pull down if sands file a Chapter 11.
I think government is finding a consortium with a few companies to bailout the IR building, spreading the risk. Sands will definitely be on the upper end of the bargain table, as the government think it is to much to lose if IR not complete with the banks exposure to sands. Definite trying to help Sands to avoid default first, then find new investor to pump in capital in the IR. Sands will not want to sell out the IR rights at this moment, as it can be use to hold ransom again the gov due to the bank exposure (Gov held alot of Spore Bank Shares, if sands default gov lose also)
If not it is a straight forward case, let Sands go bust and buy the rights to the casino at fire sales prices. Then alot of companies will want to buy a piece of the meat.
If anyone is vested in Banks good time to sell and wait for them to clear up whether Sands will default or hav some cash injection which is badly needed. If not pick up some put option to leverage as insurance, in case free fall u are cover if not it is a small price to pay for thoses $10/lot investment.
Rumor circulating in the market got reason, if not true the Banks and government will come out and clarified the rumor which is negative. They are not 100% assured themselve, that why dun dare to clarified in the market news.
Capitaland cannot take over casino by going solo, cause to be in casino business u need experience to run. If not the sharks and whale will eat you alive on the betting table. Some whales in australia have the ability to burst the casino overnight.

Don't know whether this runour is real or wild guess by CIMB analyst. Anyway, CapLand has said they have not spoken to Sands at all. What we don't know is whether someone from the Garment have spoken unofficially to CapLand to standby.
