The Dow chart doesn't show a positve bull signal at all...
A cursory glance at the Dow chart will tell the looker that it is a 50/50 proposition...
ie. it can either go Up ...or Down...
Do take a look right now,
but not tomorrow..
cos that would be "after the event",
and people will say "see, I told you so..." hehe... 
Do hope the numbers can give investors here some confidence today.
