Whether or not to buy NOL right now depends on your investment strategy and whether you believe in decision-making based on stock fundamentals, technical analysis or both; and also whether you are a short, medium or long term trader.
I trade short & medium term on technical analysis so here is my view based on my investment strategies:
Rule #1) Never own a stock that is in a confirmed downtrend - and that's what NOL is doing right now!
Since week ending March05 it has headed south, then found some support from November 05 from a level of 2.05-2.08 which it tested 5 times on a weekly basis. This week it has finally broken below this support level, and not surprisingly it is making quite a rapid fall. And when that will stop, no one can tell you, though it should find some support around 1.37 if indeed it gets that low.
I wont bore you with all the TA on this stock here, but unless you can see a strong upside on this stock for some 'fundamental' reason, then I would be steering clear for now.. The weekly chart is below - hope that helps.

Oredi indicated,. NOL px can go down a little as reported by CNA news, oil is eating into it profit. A transportation stock.
current price looks attractive but the price will downtrend even more. I'm pretty certain of this. the TA charts looks quite bad.
the current price looks attractive but i would wait. during nol recent report i believe the downside is not over yet. with oil price at USD70 per barrel, it will eat into nol cost..act with caution

I estimate (my personnal opinion - and will not be liable for any decisions made from this) earnings will come in @ 28 to 30 US cts per sh. (Sp cts 44 to 47 ).
Div policy is 20% of earnings or S$ 8cts per sh whichever is more....=> div of 8 cts to 9.5 cts.....based on my est. This gives a yield of at least 4.18% (based on today's closing).
