I think it is like this and stand to be corrected.
Special Dividend : 0.019 after 18% taxation deduction = $0.019*10,000=$190.00
10,000 shares as 1 share = 2 rights shares = 20,000*$0.013=$260.00
The dividend paid for holding 10k shares is $190.00
If you agree to the rights shares than you have to pay $260.00 for 20k shares. Which means an additional of $ 70.00 if offset from dividend $190.00 payable to you.
But your total shares would be 10k + 20k = 30k of LantroVision shares - good deal mate ?

following kodiak's explanation, if you have 10 lots, you get $23.17 * 10 = $237.10 for dividends.
then you exercise your rights by paying back $260 ???
so altogether you will now be holding 20 lots of the shares??

both resolution have been passed on 20 Aug EGM. u may want to refer to sgx.com for the announcment.
The proposed EGM, to vote on the Rights Issue and Special Dividend, For or Against was held on 20th Aug 2007. Would anyone comment if they attended the EGM, what was the outcome of the votes ? When would the official results and notice be sent to shareholders ?
medium to long term wise, i strongly encouraged ppl to hold onto this stock. becoz of the potential wiring contracts from IRs and construction boom. also,s'pore is gg ahead w its 2015 IT plan,so the cabling industry looks set for some gd growth. short term wise,market volatility and the impending rights issue may cause the share price to fluctuate abit. but growth wise, gd gd! my opinion la, use ur own judgement when trading :)

u exercise your rights for 2 rights for 1 share = u are entitled to 20,000 shares
therefore 20,000 @ 0.013 = $260
if u do an average down, u should get around $0.067 for your holdings.
after the cd & rights, expects the price to drop - looks at the previous post where joshlai86 has made an estimation of the price after the exercise.

dividends are a share of the profits that u get from the company based on the amt of shares u own. it depends on whether the company wants to return its profits to shareholders or utilise it for future growth. rights are issued by company whenever they want to raise capital or enlarge their share base. in the case of lantro,the divvy is given to clear their sect 44 tax credits, and to reward shareholders n to retain the amt of cash fm the tax credits,they issue the rights shares so tt the company can retain the cash as well,while shareholders can buy more shares of the company at a lower price.usually the copmany wld send out the forms and circular.so long as u r holding the shares before the XA date,u will be allocated the rights and divvy.

why does the company give dividend and rights at the same time?
and normally how do you opt in or opt out? is it some form is given to you to sign?

Based on what I know, you are entitled to both the dividends and rights. And, you can use the dividends to pay for the rights and pay the difference. However, you may opt not to exercise the rights but just take the dividends.
