imho, if the analysts are correct in their call, one of the reasons will probably just mean that they manage to grab the ppl attention and convince ppl to follow their call of buy or sell.. they also have the resources & more access to information & insider news of the market movers to make their call & analysis.. eventually, the one who is most likely correct is the one who is the market mover.. if u are the richest man in the world, u can always troll those analysts and go against what they call lol.. the rich get richer 'cos they have network with the main market movers.. 
SO WHAT IS THE IMPLICATION?        so some prices stay above or below TP means potential to move towards it ? what about the time line period? usually within 6 months I guess !
  ...  target price is still a useful figure .... so long we aware of the limitation ...

CIMB cuts Cosco Corp to Underperform, cuts target 53%

(F83.SG) to Underperform from Neutral after 1Q13 core profit accounted for only 10% of the house's full-year forecast, coming in well below expectations on negative operating leverage and lower other income. CIMB cuts its target to $0.46 from $0.98 after lowering FY13-15 EPS forecasts by 50%-53% on lower scrap sales and margins. " Despite the dismal outlook, we believe that Cosco, as a state-owned firm, could be forced to keep its workforce and yards intact to sustain employment rather than making the required cuts to improve operational leverage," CIMB says. Analysts’ target prices rarely accurate, global study  finds ...
Equity price targets can be valuable forecasts rightfully sought after by investors, but the ability of analysts to predict future stock values accurately and consistently over time remains questionable and should warrant some caution.
“Price targets are useful for me as they provide colour about the way an analyst looks at a stock as opposed to as an absolute,” said Greg Newman, a senior wealth advisor at The Newman Group, a ScotiaMcLeod subsidiary in Toronto.
“However, I think investors who use them to the last detail — as in when to sell or not sell — are doing themselves a disservice.”
Researchers at the University of Waterloo and Boston College said the credibility and usefulness of target prices has long been dubious, with media and investment managers frequently labelling target prices “as merely sales hype.”
Based on their 2012 study of more than 11,000 analysts from 41 countries, the overall accuracy of target prices is not very high, averaging around 18% for a three-month horizon and 30% for a 12-month horizon.
The research also showed that the farther the target price is from the market price, the lower the accuracy and vice versa. The accuracy of a target price is strengthened, meanwhile, when it is revised to reinforce a buy or sell recommendation.
“We find that analyst target price revision is more reliable than target price level in predicting future returns,” the researchers said. “Unlike target price level, revision in target price is unlikely to be subject to conflicts of interest.”
The study indicated there are some characteristics that indicate an analyst might be a better forecaster. For example, analysts who reside close to the covered company, have covered it longer or work for brokers that have previous investment banking ties with the covered firm could provide more accurate target price forecasts.
At the same time, however, these analysts may be subject to greater conflicts of interest, because of both personal and business considerations such as their firm may want the underwriting business. As a result, they may tend to provide more optimistic recommendations.
The study showed analysts provide more accurate target prices in countries such as Canada that have better institutional infrastructure like strong investor protection policies, transparent financial information and strong cultural forces.
In Mr. Newman’s experience, analysts often alter their targets simply because the appetite for stocks has changed and not for a fundamental business reason. At the same time, analysts are usually late in upgrading and downgrading price targets.
When a stock is falling, therefore, an investor might find false comfort in an analyst¹s higher price target, he said. Similarly, an investor may shy away from a rising stock because it has already crossed an analyst’s price target.
“Understanding these general tendencies can help investors make better decisions,” Mr. Newman said.
In the Stock Market, target prices are created by stock market analysts and the term itself can refer to a number of things. It can refer to the highest price that an analyst thinks a stock will reach in a given year. It can also refer to the price at which an analyst believes it will have reached its highest value potential. Usually this rating translates to the price at which the analyst would be willing to sell the stock. In most cases, analysts who cover a given stock for which they have created a target price will include a time frame typically one year from the time of the report. To produce a target price an analyst will take into consideration earnings, earnings potential, historical trends in industry and sub-industry groups, as well as various valuation metrics such as P/E ratio.
