Quite true, lowest bid get it. But wise owner do check to ensure contractor are able to deliver, failed contract cause losses and inconvenient to both parties. Anyway, in business you cannot always aim for fat profit, sometimes it is rolling on to get business going, less profit is better than no profit or buying flies swatter for your employees....
when u win contracts.. it's usually given to the bidder with the lowest price..
so a win in contract doesn't necessarily equate to big fat profits..

win contract at least got chance to make money. Contactor with no contract sure die, very soon no money even to pay workers. Your friendly banks, legal and illegal loan shark start harassing until you lark khor....
