Too many typo errors. Vietnamese are very poor in written English. Probably the circular was not properly vetted by the right people, and was more for commercial than educational.
Geat help Alligator! Hope this works. The circulating letter posted below is written by the vice-president of vietnam REC. It is a letter explaining itself and to calm students on a recent vietnam newspaper that alerted vietnamese students that REC in vietnam is helping student forge documents so that they can move on to a degree even though they may not have the right qualifications. Even though REC handled this overall matter quite well, i tot the VP's english need some extra english classes! I am still searching for that vietnamese newspaper article on REC vietnam forging documents... :

To make image shown in forum page, you need to put your image from your
computer and UPLOAD onto one of the web hosting site. many people had
their BLOG or even run web hosting so there is no problem to them.
However, if you dont have a web hosting site, then you can use any
'free image hosting' website to do that. When you unload your file to
the web hosting site, it will provide you with an image link , and you
just need to put this link into your SJ forum.
When you read pdf
file you can move your mouse to the IMAGE of your interest, right
click, copy image , then save it somewhere in your computer so that you
know the file location.
Now, use any free image hosting website, for example use this one ::
http://tinypic.com/ When you click this tinypic website, you shall see
Upload Images &Videos. Just below this you see File (box) : type in your file location here. Then
go down and click the UPLOAD NOW buttom. The image from your computer
will be uploaded onto tinypic.com. when it is complete, another page
pop up, you just go to the Direct Link Layouts box, highlight and COPY
this link ( this is the one to be used on SJ forum page).Next,
on your SJ forum page, on top of forum page you see many button, look
for the second last button (Insert/Modify Image). Click it, a pop up
shows up, you then type the location of image into the box (Image
Usl), you can also do without typing: just move cursor to Direct Link
Layouts box, highlight the Usl or image location, move the cursor into
SJ forum's Insert/Modify Image pop up. paste. To be sure you get the correct image, you can preview and see for yourself, when all is well, just post your message as usual.

Today RafflesEdu has touched the support at 39.5 cents with huge volume . It would break this support any time .

Today RafflesEdu went down again with large volume , this is not a good signal , since the ADX is turning up at 31 , this shows that the share price in the near term may go down further if the ADX keeps on going up .Short term support is at 39.5 cents , n further down may achieve the downside target at 34 cents .

Are we expecting too much? Is company's annual profits not up to our asking? Maybe the market's demand is too high, that being the stereotype of singapore investors. But which are the small caps that can show better results?
Not vested but cannot see through the eyes. (Kua beh key buk -Hokkien). Hahaha.
Some bogus private schools had dampened the Singapore brand name. There seems to be a spill over effect. Government need to tighen control on these schools !!!

If bought some, congrats but be nimble. If did not buy, then dun bother, because risk/reward ratio is quite low for this counter.
I cannot post charts here. Only can describe the levels. So that's as much details as you're gonna get.

These few days a sell down is experience in RafflesEdu after Risktaker went for his break. Does that mean his TP is invalid anymore ? So Risktaker is around to counter any major selldown.
I have been following his post and made quite some bonuses on ChinaMilk & OCBC bank. Anyone know when risktaker will come back ?

Life is not so simple as that...
The fact is , it may go up as well as down... absolutely no one knows...
When one is buying, one must make sure it is at a strategically reasonable low as determined by a chart.
Similarly with selling/shorting
Go for good meaty or juicy opportunities, then ride it up or down...
But never, never hold a stock till you are broke!!! ... hehehe...

All shorting must be done only when the price is high ie. in rallies.
To short when price are low is rather silly...
Where is the meat, or juice, then?...
The market is beautiful... buy when low, sell when high... hold sure die...
