When prevention is better than relief

People are willing to donate to help after a disaster — but not to save lives before one strikes

Nevertheless, GeoHazards International lacks the resources to build anything like enough TEREPs to meet the need. After 20 years of operation, the organisation remains tiny, especially when compared to organisations like the Red Cross, which primarily do disaster relief work.

People are willing to donate hundreds of millions of dollars to help people after a disaster — even after a disaster in a wealthy country like Japan — but are unwilling to invest anything like the same amount to save lives before a predictable disaster strikes.

One reason for this is that preventing a disaster does not make good television.

People give to identifiable victims. If we build raised earth parks, we will never see the people who, but for our aid, would have died: No orphans in desperate need will appear on the nightly news.

But is it not much better to keep parents safe than to help orphans after their parents have been killed?

This is a situation in which we must stretch our imagination, to understand and be motivated by the good that we are doing.

Unfortunately, not everyone can do that.

Another reason why we do not give to prevent disasters should be familiar to anyone who has ever delayed going to the dentist because the prospect of serious pain in the coming weeks or months just was not as motivating as the reluctance to face some more immediate slight discomfort.

We tell ourselves that maybe we wonuld not get a toothache after all, even though we know that the odds are that we will.

Most of us are not very good at giving proper weight to future events, especially if they are uncertain. So we may tell ourselves that the geologists could be wrong and perhaps no tsunami will hit Padang in the next 30 years, and by then perhaps we will have new and better technologies for predicting them, giving people more time to get to higher ground.

Instead, we should be guided by the best estimates of the chances that an intervention will save lives, as well as by the number of lives that would be saved and the cost of saving those lives.

The evidence suggests that building raised earth parks in places like Padang is very good value indeed.

Mr Tucker was working with a colleague to design a refuge that could save thousands of lives if — or rather, when — a tsunami like the one in 1797 that came out of the Indian Ocean, some 600 miles south-east of where the 2004 Asian tsunami originated, strikes again.

Mr Tucker is the founder and president of GeoHazards International, a non-profit organisation whose mission is to reduce death and suffering due to earthquakes in the world’s most vulnerable communities.

Padang is one of those communities.

Just to its north-west, in Banda Aceh, 160,000 lives were lost in the 2004 tsunami.

Now, geologists say, the fault that triggered that tsunami is most likely to rupture farther south, putting low-lying coastal towns like Padang, with a population of 900,000, at high risk of a major earthquake and tsunami within the next 30 years.

In Banda Aceh, the tsunami killed more than half the city’s population. In Padang, according to an estimate by the director of the city’s disaster management office, a similar tsunami could kill more than 400,000 people.

Mr Tucker says that he has stood on the beach in Padang, looking out at the ocean and trying to imagine what it would be like to see a 5m-high wall of water stretching across the horizon, bearing down on the city.

Now that we have seen the footage of the tsunami that hit Japan, the demands on our imagination have been lessened — except that we have to imagine away the sea walls that Japan had built to reduce the impact of the tsunami.

True, those walls did not work as well as had been hoped but Japan was nonetheless much better prepared for a tsunami than Padang is.

In Padang, even with advance warning of a tsunami, higher ground is too far away and the narrow streets too choked with traffic, for many people to get to safety in time.

GeoHazards International is therefore working on a more practical idea, which it calls a Tsunami Evacuation Raised Earth Park (TEREP). The idea is to build small hills in low-lying parts of the city, with level tops that could be used as parks or sports fields.

With the few minutes’ warning that an earthquake’s strong shaking would automatically provide, people could walk to a TEREP and be safe above the highest level a tsunami could reach.

Such raised earth parks are a low-cost solution to the tsunami danger in low-lying coastal areas. They use only local materials, provide a valuable community resource in normal times and have the potential to

‘If things are going well, that’s when you leave’

And while Mr Lee did get his way, Assoc Prof Ho nevertheless believed — till this day — that he was right to speak his mind.

Mr Lee, who is one of Singapore’s founding fathers, has offered to resign from Cabinet on Saturday for a younger generation to “carry Singapore forward in a more difficult and complex situation”.

Assoc Prof Ho, who was formerly a Senior Minister of State for Law and Home Affairs, was speaking to MediaCorp in a candid interview last month, before the General Elections (GE). He had requested that the interview — in which he looked back on his political career — be published after the elections.

In the interview, Assoc Prof Ho, 57, recounted the famous incident during the 2001 GE at the now-defunct Nee Soon East single-member constituency, when Mr Lee had to step in to resolve tensions between temple regulars and Assoc Prof Ho over administrative procedures. Assoc Prof Ho subsequently won the seat, garnering 73.38 per cent of the votes against his Workers’ Party opponent Poh Lee Guan.

Assoc Prof Ho revealed that he had declined Mr Lee’s help. He said: “I didn’t think it was necessary because I basically stood on my own track record and on my approach. Some people probably out there still feel if (Mr Lee) didn’t come in Ho Peng Kee would have lost.

“To this day I feel it’s unfair but it’s water under the bridge. All’s well that ends well.”

He reiterated that he could understand where Mr Lee was coming from — and he respected Mr Lee’s views.

Assoc Prof Ho added: “It’s his style of doing things because he’s really a fighter.”

On hindsight, Assoc Prof Ho believes that the fact that it was then his first time facing an electoral contest, had partly contributed to the PAP’s anxiety over his chances.

Other factors could also be the perceived advantages that Dr Poh, including how he was more fluent in Hokkien and had closer ties to the temple regulars, said Assoc Prof Ho.

Assoc Prof Ho successfully defended his Nee Soon East seat in the 2006 GE — winning with 68.7 per cent of the votes. That result was a vindication to him, he said.

“It was the fourth best overall result for the party and best result against the Workers’ Party.”— Not many PAP MPs would stand up to Minister Mentor Lee Kuan Yew but Associate Professor Ho Peng Kee, 57, who retired from politics before the recent General Election (GE), was one who did.

I read the case and found it to be too bizarre. Just seems like those produced in a novel. He came out from the bath room naked and charged at the cleaner who happened to be there unknowingly.  Chased her into the hallway still naked and got hold of her and then dragged her back into the room.  He then forced her to perform oral sex until she freed herself.  Wow, don't know whether the security camera caught the action?

SINGAPORE : Water supply has been restored to Block 686B, Woodlands Drive 73, where a dead body was found in the water tank on Monday.

The water supply came back at around 2am on Tuesday, but residents said they are still afraid to use the water.

Authorities stopped the supply on Monday afternoon to clean and flush out contaminants from the water tanks and pipes.

But residents said they were getting trickles of dirty water from their tap even till around 5pm or 6pm.

" I stood in the doorway to see them release the water for testing. The water was very disgusting. It was very brown, so I do not dare to use it," said one resident.

This has left most people in the block yearning for clean water and a few salesmen have been quick to take advantage of the situation.

" This morning, some fellow came by to introduce the water filter," said a resident.

Sundry stores and minimarts nearby have also been experiencing a spike in bottled water sales.

See Bee Hong, a minimart retail assistant said: " Some families would come for 2 cartons, some would be 4 cartons or 3 cartons. It’s really a bumper sale I should say, yesterday."

The victim, who was found dead in the tank, was a 30—year—old Indonesian maid living in the block.

Police said the Indonesian embassy is helping to get in touch with her family members.

SINGAPORE: The Returning Officer for the General Election, Mr Yam Ah Mee, has declared in a government gazette three opposition candidates as Non—Constituency Members of Parliament (NCMPs).

They are Madam Loh Woon Lee Lina, who is known as Mrs Lina Chiam, from the Singapore People’s Party and Mr Gerald Giam and Mr Yee Jenn Jong from the Workers’ Party.

Mrs Chiam contested in the Potong Pasir single member constituency and lost to the People’s Action Party’s Sitoh Yih Pin.

Mr Gerald Giam was named by the Workers’ Party from the five—member team which contested and lost in East Coast GRC while Mr Yee Jenn Jong contested and lost in the single member constituency of Joo Chiat.

Singapore’s Parliamentary Elections Act provides for the appointment of up to nine Non—Constituency Members of Parliament from among the best losers in an election if no opposition candidates are elected during the general elections.

As six opposition candidates were elected during the May 7 polls, the three seats were offered as NCMP positions by the Returning Officer.

ROTTERDAM: Over 20,000 fans turned out at the Ahoy Arena in Rotterdam over the weekend to catch table tennis stars like newly—crowned men’s and women’s champions Zhang Jike and Ding Ning of China in action at the World Table Tennis Championships, which ended on Sunday.

Team Singapore’s paddlers played no part in the business end of the tournament, failing to meet the target of a medal.

With the Olympic Games in London looming next year (July 27 to Aug 12), the performances of the 11—member Singapore table tennis team at the world championships raise some concern over their ability to win a medal next year.

But national women’s head coach Zhou Shusen continues to believe the players will be able to deliver at the London Games.

Speaking to MediaCorp on Monday, he said: " I have every confidence in them for the Olympic Games. The target is for one or two medals in the team and individual events. There is a good chance in the singles event because China is only allowed to send two players."

Not restricted by such rules, China’s women occupied seven of the eight spots in the quarter—finals in the singles event, with Feng Tianwei the only other nationality standing in the way of a clean sweep. Feng, the world No 6, was powerless against a rampant Ding Ning, going down 4—0 on Friday.

The Singapore women, who won world team gold in a stunning upset over China last year, failed to hit the heights here.

At last year’s team championships final in Moscow, Feng beat Ding Ning and Liu Shiwen to propel the upset win, but the Singaporean looked a pale shadow of herself here.

Wang Yuegu, the world No 12, Li Jiawei, Sun Beibei and Yu Mengyu all failed to advance to the round of 16 in the singles event.

One would think any medal success next year will come from the women, who will look to at least defend their team silver from the 2008 Beijing Olympics. But their current form hardly breeds confidence.

Undaunted, Zhou said: " I think our performances here met the players’ normal standard. Tianwei reached the top eight in the singles, and our mixed doubles and women’s doubles also went quite far. Tianwei also managed to beat Hong Kong’s Tie Yana (in the round of 16) after losing to her the last time."

Led by a new generation of stars like Ding Ning, 20, 19—year—old Liu Shiwen, and men’s champion Zhang, 23, China bagged all five gold medals on offer here and took home 14 of the 20 on offer in total.

The world’s top 28 eligible players on the ITTF’s world rankings after the world championships will qualify for the 2012 Olympics, with each country only allowed two paddlers each for the men’s singles and women’s singles. Other qualification spots must be earned through the continental qualification events scheduled from June 1 to April 22 next year.

Feng and Wang look set to represent the Republic in the women’s singles event in London next year, with veteran Li (world No 23) likely to take the remaining spot on the three—member team event.

Male paddler Gao Ning, currently ranked world No 16, will also represent Singapore in the men’s singles.

" We still have some time to work on them. Before the last world championships, Tianwei had never beaten Ding Ning. Liu Shiwen looked unbeatable, and Yuegu had never beaten her before. But they did it, and they beat them in a big competition," Zhou pointed out.

" We still have a chance, but we must have confidence ... I believe these players still have a lot of unfulfilled potential, and have the ability to win." —

SINGAPORE : Police have confirmed that a report has been lodged against the MP for Marine Parade Group Representation Constituency (GRC), Ms Tin Pei Ling, for allegedly violating " cooling—off day" guidelines.

The reply from police was given to Channel NewsAsia after it received information on Monday that a member of the public had filed a complaint against the MP.

On Polling Day, the National Solidarity Party’s (NSP) Nicole Seah had approached the Elections Department about the matter, but Ms Seah was directed to channel her queries to the Police.

Channel NewsAsia understands the complaint about this issue now seems to have been made by a member of the public.

The complaint was over the posting on May 6, when Ms Tin’s Facebook page carried a " clarification" on reports that a MacPherson resident had been refused help for her child’s tuition fees.

The resident had asked for a refund, but on May 6, which was cooling—off day, netizens circulated a screen capture that showed a reply posted on Ms Tin’s Facebook.

Ms Tin’s facebook page clarification had said: " OooOoooOooh so that’s what REALLY happened? Wow. I think tears in Parliament is worse than ANYTHING ELSE!"

The comment was however removed within 20 minutes.

When contacted, Ms Tin told Channel NewsAsia on cooling—off day that she was alerted to the comment when some of her friends called her shortly after it was posted.

Ms Tin had said she found out it was one of her administrators, Ms Denise He, who had mistakenly made the post.

She said she asked her administrator to remove the comment immediately.

Her administrators help to upload photos of her walkabouts on her Facebook page.

Mobile Phone Signals Kill Bees?



With all the latest buzz (pun intended) on mobile phone signals causing bees to fly as though drunk then fall dead, a researcher who was formerly a biologist at the Swiss Federal Institute of Technology decided to test out this circulating rumor.  Daniel Favre left the phones running for up to 20 hours at a time to test if he would be knee-deep in bees and honey by the time he was done with the test.

According to this report from PCMag:

In his experiments, Favre noticed that no swarming took place, even when he let the phones run for up to 20 hours at a time. After the process was concluded, it would take hours for a bee colony to return to a " normal" state, or how the colony looked prior to the cellular experiments.

But are bees dropping dead mid-flight due to a cell phone call? No. Additional research into bees and electromagnetic signals has indicated that the presence of a strong signal over a prolonged period of time can inhibit worker bees' ability to find the hive. However, Favre notes that additional study is needed in this area to prove or disprove the finding.

With Sony just now starting its recovery from the recent security breaches and news coming in of Square Enix also being hacked, it is no wonder that users are feeling quite twitchy about the safety of their online data. Cloud based sharing and storage providers Dropbox seemed to have guaranteed protection to their users by stating that even their employees are unable to view the contents of a users account. This anonymity was even stated in their security claims agreement.



However, after claims by Christopher Soghoian, who has worked with the FTC stating that the promises made by Dropbox are false, there has been a revision of the end user security agreement.

Also, as pointed out in the article, on April 13, Dropbox revised its original statement regarding its employees accessing user files, from:

Dropbox employees aren’t able to access user files, and when troubleshooting an account, they only have access to file metadata (filenames, file sizes, etc. not the file contents).

to:

Dropbox employees are prohibited from viewing the content of files you store in your Dropbox account, and are only permitted to view file metadata (e.g., file names and locations).

Seeing that Dropbox has 25 million users, of which some are likely to have been gained predicated on the premise that full and complete anonymity were provided, we can understand why the FTC decides to get involved.

Our main reason is to show Singapore is in a new era.

It cannot be government as usual.

Both former PMs withdrawing from the Government will indicate that it is not government as usual, and that the PM can and will revise and revamp his policies going into this new situation.

SM Goh and I believe this is the right thing to do, to give PM and his team the room to break from the past, and we want to make it clear that the PAP has never been averse to change.

It is vital to avoid a situation where people vote to have more Opposition for Opposition’s sake.The Sunday Times
