SHANGHAI, July 28 (Xinhua) -- The Chinese government will spend more than 3 trillion yuan (489.3 billion U.S. dollars) to enhance air and water pollution prevention and treatment, environmental officials told an environmental protection industry forum on Sunday.

An airborne pollution prevention and control action plan, which will be released soon, will be backed by 1.7 trillion yuan in investment from the central government, according to Wang Tao, an official with the pollution prevention department under the Ministry of Environmental Protection (MEP).

Wang added that an estimated 2 trillion yuan will be put in to enhance monitoring of drinking water sources and control poisonous contaminants as was required by a water pollution prevention and control action plan in formulation.

In addition, the MEP is drafting a national standard for surface water quality, according to Zhao Yingmin, director-general of the MEP's science, technology and standards department.

Zhao said the draft is expected to be released to consult public opinion within the year and be issued in 2014.

Following the country's increasing efforts in curbing pollution, the domestic environmental protection industry is booming.

The output value of the energy conservation and environmental protection industry during the 12th Five-Year Plan period (2011-2015) is expected to exceed 10 trillion yuan, a more than 40 percent increase compared to the 11th Five-Year Plan period (2006-2010), according to Wang

 

  China faces its worst economic crisis : WATER

  China has a serious problem, bigger than the slowdown in manufacturing growth or the housing-price bubble. It’s water, and it’s a catastrophe that could affect the rest of Asia and the larger world.

In testimony to the U.S. Senate last week, the Council on Foreign Relations’ Asia director Elizabeth Economy said China is facing a water crisis with “profound implications” if the government doesn’t get a grip on it over the next few years.

According to China’s own water-resources officials, more than 400 Chinese cities lacked enough water last year, with 110 of those facing “serious scarcity.”

The key culprit is industry, which Economy said uses 4 to 10 times more water per unit of GDP than similar economies and is polluting the nation’s existing water resources at an alarming rate. She cited a February 2013 report by the Geological Survey of China saying a full 90% of the country’s groundwater was polluted, while the Ministry of Environmental Protection said the water from about 25% of China’s major river systems was so filthy that it couldn’t be even used for industry or agriculture.

Tap water is mostly undrinkable, and those who do drink it run major health risks. And the contamination is making it into the food system, resulting in cadmium-tainted rice among other threats, she said.

It’s not like the government isn’t aware of the problem, but solutions such as raising the price of water have moved ahead at a snail’s pace. And “of the 1.3% of GDP that Beijing currently spends on environmental protection … half finds its way into other local priorities such as infrastructure development,” Economy told U.S. lawmakers.

The result of all this may be a health crisis in China, and outright conflict with its neighbors. China controls the headwaters of many of Asia’s most important rivers, such as the Irtyush, Mekong, and Brahmaputra, and these “are raising regional tensions as China develops plans upstream that may have dramatic impacts on the lower reaches,” she said.

 

 

if u want to look a good short selling example stock, u can look at ipco lol... ipco at certain days can go as much as 80% of total transacted volume that are short sell volume.. so it seems like some of the short sell volume will not be cover on same day, if we can have more than 50% of total volume transacted being short sell volume.. ipco & golden agriculture are 2 hot shorted stocks from what i had seen

[BEIJING] A stronger-than-expected rebound in China's exports in July offered hope that the world's second-largest economy may be stabilising after a slowdown that has prompted the government to shore up activity.
Data from the Customs Administration showed exports rose 5.1 per cent in July from a year ago, beating economists'expectations for a 3 per cent gain after June's 3.1 per cent fall.

I find many Short Sell volume very suspicious. We should get SGX to look into them as they were misleading.

 

For short sales cover back same day, the FAQ on SGX stated that they will not be offset against the number indicated as Short Sell. Technical, they are true Short Sell as one indeed sell without any shares in CDP. They can also covered back by borrowing from the lending pool. However for those who have shares in CDP or to contra, indicating as Short Sell then is technical giving false info. The FAQ stated :

A Short Sell Order is any sell order where the seller does not own the security to be sold at the time of placing the order.

If you have borrowed the security, you should still mark your sell order as a Short Sell Order. An investor is deemed not to own the security if he has borrowed the security to be delivered on or before the settlement of the sale of the security [pursuant to Rule 8A.2.1(a)].
The accurate disclosure of sell orders is necessary for factual information to be provided to market participants regarding short selling. As such information may be taken into account by investors when making trading decisions, it is important that false or misleading information not be presented.

Section 330(1) of the SFA states that any person who, with intent to deceive, makes or furnishes, or knowingly and wilfully authorises or permits the making or furnishing of, any false or misleading statement or report to a securities exchange, futures exchange, designated clearing house or any officers thereof relating to dealing in securities shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $50,000 or to imprisonment for a term not exceeding 2 years or both.

In applying section 330(1) of the SFA, MAS will consider whether there was intent to deceive in respect of sell orders that had been inaccurately marked by SGX-ST Trading Members or inaccurately disclosed by market participants. As such, if you or your broker is found to have intent to deceive in respect of sell orders, you or your broker will be penalized under section 330(1).

Notwithstanding, as mentioned above, you may notify your broker to correct your sell orders and brokers are required to submit the amendments to SGX before 5.45pm the next trading day.

HK has to commit est RMB140 mil for the upgrading works. In the past, HK has to outsource to others, now gets JT to do, money recyled within. That's the construction revenue that I am referring to.

 

Not so sure if there is any construction revenue to  recognize. The  announcement  says the subsidiary will have to incur an investment of RMB140 mil...

After which the water tariff for wastewater treatment and sludge mgt will kick in. This is just the first & I expect more to come, may be before 4Q again. For Sino Grandness, the share price pulls back after placement and shoots up continuously by 70% above placement. But I expect HK will shoot up more if it performs to close valuation with UtdEnv & Memstar as 4Q will be good. I willl wait patiently. CE

We don't even hear as many new agreements from Utd Envirotech or SIIC or Hyflux an their PE are much higher than Hankore. This guy must rocket very soon !

Not market depth which shows the q of buyers and sellers and the corresponding volume. We are talking about successful trades and we can tell the brokerage houses that sold or bought from us and the corresponding volume by the different brokerage houses if more than one is involved.

Looking at this announcement, it seems like HK will be able to regain its start-up investment capital in less than a year once the plant starts operation at full capacity. No need to worry about demand issues since China has a huge problem with regards to clean water. Cheers :)
