Keppel Fels says  it  has bagged a US$210m jackup contract to build a KFELS Super B Class jackup rig for Japan Drilling Company.

Rig builders: ODS Petrodata believes there is enough “apparent demand” to absorb all the deepwater rigs currently under construction even if Brazil proceeds with plans to construct 28 units.
Also notes with two functioning containment systems for spills now in place, permitting in the Gulf of Mexico could resume at a relatively rapid clip. This ties in with Deutsche (USA) views that high oil prices will drive a resurgence in marginal activity, pushing jackup demand and pricing higher.
Deutsche maintains Overweight view on the O& M sector, believes Keppel (Buy, TP $14.20) and SMM (Buy, TP $7) should benefit from any upgrade and/or replacement opportunities with increased scrutiny of aged offshore assets.
Keppel Corp: Secures a US$195m rig contract from Mexico's Perforadora Central, with delivery scheduled for 1Q13. This contract, based on the LeTourneau Super 11E design, marks the 3rd newbuild jackup rig that Keppel is building for Perforadora, and comes with a price tag ~US$5m higher than the previous LeTourneau delivered in 2010.
Ytd, Keppel has won contracts to build 11 rigs, worth a total of $4b. Additionally, Keppel has granted options for 15 rigs which have yet to be exercised. Given that we are less than 3mths into the year, Keppel looks well placed to exceed Street forecasts of ~$7b worth of orders for FY11. Share price may re-rate upwards if order momentum continues, and the Street makes upward revision to estimates.

O& M: CIMB issues a flash note maintaining Overweight for the sector. Upstream has reported that Saudi Aramco is considering orders up to 5 jack-up rigs to replace part of its fleet.
House est 60% of 21 Aramco rigs are around 30 yrs old. Both Keppel Corp and SembMarine stand equal chances of bagging contracts given track record and relationship with Aramco.
House maintains Outperform on SembMarine (TP$6.3 and KepCorp (TP$15.00), with SembMarine (TP$6.38 ) as preferred pick.
Oil and Gas sector: 4Q10 results wrap
Summary: Most of the companies under our sector coverage reported their 4Q10 results recently, and with the exception of Sembcorp Marine, Ezion, Swiber and KS Energy, the rest were in line with our expectations. A noteworthy development since late last year must have been the resurgence of rig orders. Going forward, the market is likely to
1) monitor the resumption of activities in the Gulf of Mexico,
2) track the progress of local rigbuilders in penetrating the drillship market. Meanwhile, Ezra has completed its acquisition of Aker Marine Contractors, but time is still needed for the integration of operations.
Keppel Corporation [BUY, FV: S$13.26] and Sembcorp Marine [BUY, FV: S$6.17] are our preferred picks due to
1) the improving rig market
2) possible catalysts from Brazil's rig tender and
3) strong balance sheets to weather unexpected events.
We have a slight preference for Keppel Corp due to
1) earnings support from property and infrastructure arms and

Keppel Corp. (BN4.SG) is +2.5% at $11.54 and rig building peer SembCorp Marine (S51.SG) is +0.9% at $5.40, rising along with most blue chips amid a broad market rally, while news the Obama administration has approved its first deepwater drilling permit (to Noble Energy) since the Gulf of Mexico oil spill is also adding to the positive sentiment surrounding the offshore & marine sector. 
“This is a critical milestone for the oil and gas industry since the explosion of Deep Horizon last year. We expect more rigs to return to the Gulf, which should improve the utilization and day rates of deepwater rigs,” says CIMB.   
“The development also endorses a recent capex-spending spree by U.S. drillers, benefiting Singapore yards which are capable of building high-spec GOM safety certified rigs.” 
 
The house keeps its Outperform ratings on SMM, with a $6.38 target price, and Keppel, with a $15 target price. “We anticipate sector catalysts from the announcement of more orders for rigs and production units.”

With Keppel (BN4.SG) hogging the rig builder limelight recently with a slew of orders, +5.6% this week to $11.78, while SembCorp Marine (S51.SG) is +3.6% at $5.19, with no new orders in the last month, RBS recommends buying SMM over Keppel.
“We believe both SMM and Keppel’s shares will continue to re-rate in line with orderflows. However, given delivery times have stretched to 2014 now for Keppel, Sembcorp Marine appears more competitive in winning near-term contracts, given their lighter orderbook,” it says.   
RBS notes SMM has YTD received orders equivalent to 7.5% of its 2011F order assumption of $4.8 billion (50% including existing options), whereas Keppel has achieved nearly 60% of its 2011 assumption of $5.2 billion (nearly 100% including options). 
 
“We prefer SMM over Keppel as 1) SMM, the pure play, tends to outperform when order momentum improves, 2) it has underperformed Keppel over the last month by over 10%, and 3) SMM is more competitive in near-term bids now that Keppel’s delivery times are stretched.”

Citi ups rigbuilders Sembcorp Marine, Keppel
It also increased its target price for Keppel Corp (KPLM.SI) to $14.45 from $12.80, and kept its buy rating. 
Citi has raised its earnings estimates for Sembcorp Marine by 34% in 2011 and 14% in 2012, citing strong order book momentum and higher margins.
INTERVIEW: Keppel In Talks On $1.4 Billion Rig Order From Brazil Firm
 
SINGAPORE - Keppel Corp. (BN4.SG) is in talks with Queiroz Galvao Oleo e Gas, a Brazilian rig operator, for a potential order to build two rigs at a total cost of US$1.4 billion.
Queiroz Galvao will order the rigs if its bid to supply the vessels to state-run energy giant Petroleo Brasileiro SA (PBR), or Petrobras, is successful, Guilherme R.V. Lima, the chief financial officer of the operator told Dow Jones Newswires in an interview Saturday.
" We are negotiating with FELS Brasil [Keppel's Brazilian subsidiary] for two deepwater semi-submersible rigs. The contract will depend on whether are successful in a Petrobras tender. We have good working relations with Keppel and if we win the contract, we would like to place the order with them," he said.
Lima spoke after the naming ceremony of a rig built by Keppel for the operator in Singapore. The new rig is likely to be handed over on April 1 and will be chartered to Petrobras for six years, he said.
A Keppel spokesman said US$1.4 billion is the total expected cost of the two rigs and the value of the Singapore company's actual order, if placed, will be less.
Petrobras said Friday that the company's board had approved the contract for the first seven of 28 drilling rigs to be ordered to tap recently discovered offshore oil deposits. Pernambuco-based shipyard Estaleiro Atlantico Sul, or EAS, won the contract with a bid of $4.64 billion, or about $662 million per rig.
The rigs are expected to enter operation by 2015. EAS is controlled by a consortium that includes Queiroz Galvao, another Brazilian construction firm called Camargo Correa and South Korea's Samsung Heavy Industries.
The rig tender is the latest step in a series of large offshore equipment contracts Petrobras plans in order to develop the presalt oilfields. Development of the fields could generate as much as $240 billion in orders for goods and services, according to a recent study by the Brazilian National Development Bank, or BNDES.
Keppel and rival Sembcorp Marine Ltd. (S51.SG), among the world's biggest rig builders, are vying for the new orders in Brazil and elsewhere across the world as higher crude oil prices spur investments in exploration and production. CLSA predicts that 64 new rig orders worth an estimated US$33 billion are up for grabs in 2011, compared with US$7.8 billion of business generated last year.
" Keppel and Sembcorp Marine are well placed to gain new orders in 2011 thanks to their modern yards, outstanding track records and strong presence in Brazil. We expect them to spot the most lucrative contracts in the market," CLSA said in a note earlier this month.
Singapore's companies are looking at emerging markets for growth as the global economic recovery gets underway and business sentiment improves. Apart from the rapidly growing economies in their neighborhood, they are increasingly seeking business opportunities in Latin America.
" Temasek believes that the Latin American region holds great investment potential. We see Brazil as a very important part of our strategy of investing in emerging markets with long-term growth prospects," S. Dhanabalan, the chairman of the Singapore state investment firm Temasek Holdings Pte. Ltd. said at the event.
" The discovery and exploration of large deepwater oil and gas reserves off the Brazilian coast will pose many opportunities for Keppel to meet Brazil's oil and gas sector demands," he said in a speech.
Temasek, which owns a stake in Keppel, invested US$400 million in Brazil's Odebrecht Oil and Gas company, or OOG, according to a company announcement in October last year.
