CLSA upgrades Raffles Education to Buy from Outperform, but trims target price to S$1.20 from S$1.40 on revised earnings estimates. Broker cuts FY09-FY11 earnings forecasts by 18-22% due to delays in creating new schools, higher interest expenses. But says education firm still expected to produce 25% core earnings CAGR in next 3 years; new, lower target price still offers plenty of upside as stock has suffered sharp correction recently. "After the recent stock weakness, we believe Raffles Education looks very attractive, the stock is trading below its long term average PE and is significantly lower than its peers even though it offers attractive growth."

Citigroup downgrades Raffles Education to Hold from Buy; cuts target price to S$0.95 from S$1.50. Broker says move follows unimpressive recent FY08 results, prospect of slowing organic growth as company encounters government restrictions setting up new colleges in China. Adds company facing cash constraints; "a continued aggressive M&A strategy to acquire Chinese colleges, high dividend payout, outstanding payment for OUC acquisition and delayed Hong Kong IPO of its China business create a funding gap, which we expect to be filled with new debt, resulting in higher interest expenses." But says stock does not merit Sell rating as still positive on company's aspirations to build private college network in long term, China regulatory overhang should at some point be resolved.
It is very bearish. I intend to short.
Can anyone comment if Raf Edu is still worth accumulating? Its been down for days already. Any reason?
Raffles Education
June 3 close: $1.28
DBS VICKERS, June 3
WE attended a briefing yesterday by Chew Hua Seng on the announced joint venture by Raffles Education Corporation (REC) with Educomp in India and China. Investment amount will total US$100 million in India and US$50 million in China over the next two to three years. The JVs will be focusing on tertiary education in India and K-12 education in China. We see the JV as positive as the potential of the education market for both REC and Educomp is huge given the population in India and China.

Investors bullish on raffleseducation investing in china and india markets...
oriental century should be the next stock to benefit from this growth story, raffleseducation has quite a substantial stake in it and has been accumulating...
zero debt, good operating cash flow, large cash pile...there is no reason why this stock should lag behind if investors are still hyped up on the growth outlook for education in emerging markets like china..besides, eduation should make for good economic shelter against inflationary pressures.
Raffles Education rose to a 3-month high after the firm formed joint ventures with India's Educomp Solutions in India and China.
The US$150 million joint ventures with Educomp Solutions, which provides multimedia teaching aids and computer education programmes to schools, allows Raffles Education to tap into the Indian market.
"The Indian education market mirrors that of China in many ways -- inefficient spending by the government on infrastructure and restrictive regulations that stagger private sector participation," Credit Suisse said in a client note.
Credit Suisse analysts kept Raffles Education at "outperform" with a price target of $1.75, a 30% upside from the stock's last traded price.
They said both firms would have limited near-term synergies, and that their education programmes and systems would take time to gain recognition in China and India.
