Why Serial System did not move up and the volume is quite. The company is propse good dividend, It is the good time to going at 22 ctn. Any idea ?

Does this mean SSL share is valued at 0.28c per share in these transactions? Is this correct? But mkt only trading at 22-23c now...?any experts?
