Hahaha... As a matter of fact, Lao Tzu and Sun Tze were classic examples of the oppressive and chaotic state of affairs created by a whimsical government. SunTze, a great strategist died a lonely and broken man. Lao Tzu was disgusted with the government that he decided to leave his official post and live a simplistic wandering life and ended up writing the Tao Te Ching while on his westward journey.
With historical clout like "Sun Tze", "Lao Tzu", etc, etc... behind them,
To call them 'whimsical' when they make a change would be too simplistic, I suppose... :)
This is good news indeed. I just hope that they don't change their policies on a whim.
