regardless of whether there's low, moderate or high or 'ecstactic' volume.

TA is the study of all situations as shown on a stock's data chart, usually, but not always, graphically depicted...

Thus, every chart is subject to 'TA', including thinly traded ones...
There's potential in all situations...
