approximately 13.32% of the Company’s current number of issued shares (the “Issued Share Capital”) as at the date of this announcement, to Fait
h Start and Crown Galaxy at an issue price of S$0.20 for each Placement Share, making an aggregate consideration of S$6,000,000. Pursuant to the
Convertible Loan Agreements, each Subscriber agreed to make available to the Company a convertible loan amounting to S$7,000,000, and
aggregating to a total of S$14,000,000 (the “Convertible Loan”).

Sinopipe has fallen from its high of 0.60. At the current price of 0.44, it looks cheap. Single digit PE and P/NTA of less than 2 looks really attractive....

SINOPIPE ENTERS INTO NEGOTIATIONS FOR BUILD-TRANSFER PROJECTS
- Eight letters of intent have been signed to initiate further
negotiations for the award of Build-Transfer projects to Sinopipe.
- Total project value under negotiation amounts to approximately
RMB 365 million, for drainage and sewerage and water supply
segments.
- Build-Transfer model will enable Sinopipe to undertake project
management, supply and construction of entire piping network
and hand over to the relevant government departments when
completed.
Singapore (24 September 2007) ? Sinopipe Holdings Limited (?Sinopipe?) and
its subsidiaries (collectively the ?Group?), who are engaged in the design,
manufacture, distribution and installation of a variety of plastic pipes and pipe
fittings, announced today that it has entered into letters of intent with various
government departments of the People Republic of China (the ?PRC?) for
eight Build-Transfer (?BT?) projects worth approximately RMB 365 million.
A BT project will essentially enable Sinopipe to undertake project
management, supply and construction of entire piping network as part of
waste water treatment or water supply projects initiated by the various
government departments. The letters of intent are for piping networks on
waste water treatment or water supply which are to be constructed in various provinces including Henan, Fujian and Heilongjiang to solve the urgent need
to clean up polluted water or provide safe drinking water to its citizens. The
negotiations leading to the letters of intent were concluded at the 11th China
International Fair for Investment and Trade held from 8 to 11 September 2007
at Xiamen, the PRC.
Commenting on this latest development, Mr Chen Li Hui (陈力辉), Chief
Executive Officer of Sinopipe Holdings Limited said ?We are pleased to have
come to this juncture as we have been looking at the BT model for some
time now. Sinopipe recorded a period-on-period growth of 43.1% in net
profit for the half year ended 30 June 2007. We believe this business
model will eventually become one of the key growth drivers for the
Group and add substantial value to the Group and its shareholders in
the long run.?
Commenting on these letters of intent, Mr Chen added: ?These letters of
intent are meant to help us bring our negotiations further with the
various government departments. Therefore, there is still some way
more to go in terms of these discussions. We remain cautiously
optimistic that some of these negotiations will turn into actual contracts
within the next one year.?
Sinopipe believes it has in place the necessary capabilities to undertake
large-scale BT projects while maintaining a healthy capital base.
Prospects in This Sector
The Group estimates that there are over 3,000 districts in the PRC which
require the refurbishment of existing piping networks and/or the construction
of new piping networks in order to keep up with the rapid rate of
industrialisation and urbanisation. Generally, these refurbished and new
piping networks will cost between RMB 30 million to RMB 100 million per
project.
Currently, the Group believes that most of these projects are likely to adopt
the BT model as this will enable private sector participation in government
projects in order to ease the heavy capital requirements needed rapidly to be
deployed over a large number of projects. This will in turn accelerate the clean
up of polluted water and supply of safe drinking water to keep pace with the
level of industrialisation and urbanisation across the PRC.
According to the statistics from the National Urban Water Supply Piping
Network Refurbishment Plan (2006 ? 2007) issued in February 2006, there
are 314 projects, or 16,796km of piping works to be completed by the end of
2007 and based on information compiled for some cities, of the 84,000km of
pipes in these cities, plastic pipes only took up 4,467km, or 5.2% of the total
pipes.
The 2010 National Development Plan states that the following target should
be met: plastic pipes should take up more than 60% of the market share in the
PRC piping industry by the year 2010.
The Group believes that demand for its PVC, PE and PPR piping systems will
continue to be strong with the PRC government?s drive to implement usage of
plastic pipes as a replacement for metal and concrete pipes.
?We believe that these trends represent a unique window of opportunity
for the Group to propel our long term growth. If we capitalise on these
opportunities well, we should add significant value to our shareholders
in the long run?, Mr Chen added.
The current negotiations will not have a material impact on the Group for the
current financial year.
The Group reported an increase in revenue of 23.1% from RMB 252.5 million
in HY2006 to RMB 310.9 million in HY2007, whilst its net profit grew by 43.1%
from RMB 28.9 million in HY2006 to RMB 41.3 million in HY2007.

Sinopipe has moved today... from an opening of .385 to .42 as of now. Anyone knows the reason for the surge?
The company is fundamentally sound, with stellar half year results. Perhaps the market is finally coming to its senses and grabbing at the unpolished gems.
Sinopipe has turned in very good half year results, net profit up by 43%.

It is definitely a good time to buy in this stock. It seems to me that they had intended to buy in more stocks ever since the recent sales of shares by the director.
It is obvious that they are trying to press down the price and take in more shares at cheap price.
The next move? Announce some good news and they will earn a hetfy sum.

The amount purchased was rather small to be of any good. But that could be just the beginning and more to come. Anyway, it's a good stock to invest in.

This stock is definitely oversold. Cannot imagine that it has dropped so much within a few days period. From 0.430 to 0.405.
