Does it means a return of 55c per share to shareholders? When?
The share price is now quite in tune with your calculations of reduction in capital. It means each share will entitle the shareholder 55 cents, same as current price which has been adjusted by the market though it might or might not reflect the real value per share since one has to take a look at the assets first to say which is which.
Cap reduction does not mean closing down a company. After the cap reduction, life returns to normal except the share is backed by lesser assets. Some listed company's share are backed by nothing or even negative values. On subseqent closing down, the shareholders will get money if there is a balance after all cash and cash equivalent assets and are squared off with the liabilities.

STATSChp closed at 41.5 cents today, how do you reconcile its price and the following:
1. Its shareholders approved the proposed capital reduction of up to US$813m on 17/3/08 and that the cap redn was confirmed by the High Court of Singapore on 26/6/08.---- Based of mkt cap & closing price today, the cap redn works out to be about 55 cents per share: US$813 x 1.5 (US$1=S$1.5) divided by 2202.218m shares.
2.Voluntary delisting from the official list of SGX-ST is being considered.
