Chua Sock Koong (SingTel Group CEO) Sock Koong joined SingTel in June 1989 as Treasurer. In April 1999, she was promoted to Chief Financial Officer (CFO), responsible for the Group’s financial functions, including treasury, tax, insurance, risk management and capital management. In addition, she managed a diverse range of portfolios – from corporate development, company secretariat and legal to corporate communications and investor relations. In February 2006, Sock Koong was appointed as Group CFO and CEO International, responsible for the key drivers of SingTel’s international business – Strategic Investments and NCS, the IT business arm. Besides overseeing the Group Information Systems and SingTel’s regional associates, she was responsible for driving strategic acquisitions and international business. Sock Koong sits on the Boards of Bharti Airtel Limited, Bharti Telecom Limited and key subsidiaries of the SingTel Group. She is also a member of the Singapore Management University (SMU) Board of Trustees, the Casino Regulatory Authority, the Public Service Commission and the Corporate Governance Council of the Monetary Authority of Singapore. She is a former Board member of JTC Corporation. Sock Koong holds a Bachelor of Accountancy (First Class Honours) from the University of Singapore and is a Certified Public Accountant and Chartered Financial Analyst.

Suggestion - Keep some cubicles for elderly (and hadicapped, perhaps?), let them go to the middle cubicle . A sign board is to be put up on the middle cubicle and it should read like this: If you think you are fitted here, then you may enter this cubicle |

Help commuters get a grip Letter from Noodie Mak ONE Friday, during the morning rush hour, I boarded a train at Buona Vista MRT Station to head downtown. On board, I had to stand surrounded by people, with no nearby pole or rail for support. At a slight bend in the rails, I almost fell, as did the many ladies in high heels. On a recent trip to Bintan, I was about to board a bus when the driver politely told us to wait for the next available coach as there were no empty seats left and no standing passengers were allowed. They have a maximum capacity policy which they take pains to abide by, for safety’s sake. It is one thing to prepare for catastrophic emergencies but safety should also encompass the cuts, bruises and bumps — even broken bones — should the train jerk sharply or the driver be forced to use the emergency brake. Prevention is better than cure. I know it is not easy to juggle the demands for transportation with the number of trains in service simultaneously but more thought should be put into giving passengers, literally, a grip on the situation aboard our jam-packed trains. |

Accommodate maximum, not average, loads Letter from Richard Seah THE SMRT communications staff asserts that MRT trains carry an “average” of only 1,300 to 1,500 passengers during peak hours. These numbers work out to an average of 3.8 persons per square metre, which does not correspond with reality. Anyone who has been in a packed train will tell you that the real-life situation is closer to seven or eight persons per square metre. At each train doorway, there are easily eight or more people standing abreast and they are standing eight to 10 deep between each set of facing doors. This adds up to 240 people on each carriage standing between the facing doorways. Each train car (of the older design) has 50 seats. In the middle of the car, between the seats, passengers stand at least three deep. So, conservatively, that’s another 75 people standing in front of the seats per carriage. Add another 15 passengers standing at each “joint” between carriages and you get an estimated 380 people per car during peak hours, or a total of well over 2,000 passengers. And this is based on the older train designs; newer trains have far more standing room, which can accommodate even more people. These numbers are far greater than what SMRT chief executive officer Saw Phaik Hwa deems “CRUSH LOAD”. Could SMRT please divulge how it arrives at the “average” passenger load? Would it care to also reveal the maximum numbers? Do independent entities, such as the LTA or the Public Transport Council, verify the numbers? MORAL: 1. When Solving Problem, NEVER use ESTIMATE and AVERAGE, which are for GUESSING ONLY. USE FACTS and FIGURES. 2. When Solving Problem, be ONSITE and nOt argue from the OFFICE. IF CHINA's PREMIER can be ONSITE and US's OBAMA can be ONSITE, WHO ELSE CANNOT be ONSITE ? ? ? ? |

On the MRT, RUSH hour is CRUSH hour Lessons from Bangkok Letter from Denis Distant I REFER to the letter “In case of emergency …” (July 24-25) from Bernadette Low, manager, Corporate Marketing and Communications of SMRT Corp, which seeks to reassure commuters that each train has a Train Officer in contact with Operations Control Centre (OCC). Where is this person located on its trains and is he able to monitor the entire packed train, especially when there may be overcrowding in some carriages? How is the number of passengers in each carriage monitored in order to ensure there is no overcrowding in strategically-located carriages (for example those adjacent to escalators) where experienced commuters tend to board? “Constant contact with OCC” may suffice in the event of a train breakdown, but is of little use if there is overcrowding. There should be more staff based on the platform to keep a watch during busy times, instead of being concentrated in the control room on the ticketing concourse. SMRT may benefit from taking a look at the practice of the operators of Bangkok’s Sky Train, which has at least one uniformed staff member on each platform in the busier stations to maintain order and provide relevant information where required. In case of emergency ... Letter from Bernadette Low Manager, Corporate Marketing and Communications, SMRT Corp WE THANK Johnnie Chia for sharing his thoughts on safe travel in our trains (“Why no maximum capacity signs in MRT trains?”, June 11). Although our trains are designed to carry up to 1,800 passengers, the average train load during peak hours is about 1,300 to 1,500 passengers, which is below the Land Transport Authority’s recommended guideline of 1,600 passengers. SMRT monitors passenger loads regularly and will adjust frequencies to match demand where possible. We wish to assure Mr Chia that SMRT is well prepared to handle emergencies. Each train that we operate along the North-South and East-West lines is manned by a Train Officer, who is in constant contact with the Operations Control Centre (OCC), while our Circle Line trains are closely monitored by staff at the OCC. During an emergency, the train is usually driven to the nearest station for passengers to evacuate, and announcements are made to inform passengers of the situation. At the station, staff are available to assist and guide passengers out of the train. To familiarise commuters with our safety equipment and knowledge on how to react during an emergency, we introduced the SMRT Community Emergency Preparedness (SCEP) Programme in 2006. Comprising theory and practical sessions, the SCEP trains participants to be vigilant while travelling in the SMRT network and includes hands-on experience on how to evacuate from a train in an emergency. To date, close to 13,000 people have been trained. We will continue to explore other ways to involve the public in emergency preparedness. |

We apologise for the miscommunication: SMRT Letter from Bernadette Low Manager, Corporate Marketing and Communications, SMRT Corporation WE APOLOGISE for Mr Satiman Saim’s experience on board Bus Service 171 (“Shouldn’t bus drivers be able to speak English?”, July 6). Typically, we plan for bus diversions in advance when we are aware of road closures. However, for diversions due to unplanned road closures, SMRT Bus Operations Control Centre (BOCC) will inform affected Service Leaders (SLs) on the roads through the voice communication system on board our buses. The SLs would then inform passengers on board of the diversion. Where possible, staff are also deployed to affected bus stops to inform passengers of the service diversion. Our investigations show that on July 3, the SL of Service 171 was informed by the Police to make a U-turn from Bukit Timah Road to Dunearn Road, and travel by Farrer Road due to road obstructions caused by an accident along Bukit Timah Road. As there were many diversions happening that day, the SL was unable to get through to BOCC for more information on the alternate route to take. A passenger on board the bus then approached the SL and offered advice on how to bypass the traffic jam by cutting through Namly Avenue to Sixth Avenue, in order to get back on Bukit Timah Road again. We wish to clarify that the SL involved is able to converse in English and has been advised to be proactive and seek help from other passengers when faced with a communication problem, for example, if he is unable understand the language or accent spoken. However, we agree that this situation could have been handled better. The SL has since been counselled to clearly communicate road diversions to passengers as soon as he receives information. |

I dont see policemen cycling round the estate anymore.........Isnt it this a good way to KICK OFF the cycling event since this cycling culture is going to be part of our daily life. Frankly, I dislke reckless cyclists...they are the most dangerous on walking pavements. Those who got FINE by the garment before, must make them cycle and go round the padang on 9 Aug 2010.

Cycling Association Representative and a Lawyer whose customer making a Civil Claim for her broken arm against Cyclist who caused her to fall in the Pedestrian path. During the interview, Lawyer advised that according to The Road Traffice Act, it is illegal and an offence to cyle along the pedestrian path. Bicycle is defined as a transport vehicle for the road and cycling should only done on the road. Cycling Association Representative told the audience that Tampines Constituency is exempted from this law. Cycling on the pedistrian path in Tampines in legalised. This is a very confusing situation ? ? ? ? Legalising the illegal cycling on pedistrian path ? ? ? ? During the interview, it was reviewed that many pedestrians, young and old, have been hurt by cycles all over. Remember, cyclig is iLLeGAL and an Offence outside Tampines constituency. Studio Directors asked the Cycling Association Representative: " Why nOt issue summons to offenders? " The reply was that it is difficult. A BiG Question Mark ? WHY is it not difficult to summon car owners ? WHY is it difficult o summon bicycle owners ? Lawyer emphasised that pedestrians are open to risks and subject to disadvantage. Bicycles are has no insurance to cover accidents and damages. Bicycles are not registered and owners cannot be identified and traced in a Hit-And-Run accident. One lady called in to share that a Cyclist attempted to snatch her handbag but did not succeed and fled. Is this a CONFUSION ? ? ? ? Should Bicycle be REGISTERED to protect the innocent pedestrians ? ? ? ? Should Bicycle 3rd Party Insurance be mandated ? ? ? ? $1-million push for safe cycling SINGAPORE Opening the Tampines cycling path yesterday, Mr Teo urged both pedestrians and cyclists to continue to be considerate and gracious to each other when they had to share common spaces. “The Government can implement all these tracks, but it’s important that the community can accept and accommodate cycling as part of their transportation culture,” said Mr Teo, who is also Senior Parliamentary Secretary for Transport. One of the things that the Land Transport Authority (LTA) is doing is to design a brochure to highlight the key designs of the cycling paths. Mr Teo said the LTA is also working with agencies like the Traffic Police, as well as the local community to promote safe cycling. Cycling clinics, volunteer patrols, talks in schools and workers’ dormitories, will be carried out to promote safe cycling, he said. In all, $1 million will be pumped into the national drive to promote safe cycling and help cyclists share roads with pedestrians and motorists. Last Thursday, the Government announced that seven towns will have a network of cycling paths to help residents commute via bicycles. Residents of Tampines — one of the towns marked for the cycling network — welcomed the dedicated off-road cycling path. And even though only one-fifth of the cycling path has been completed, it was enough to make some pedestrians and cyclists happy. “People used to park, cycle here and there. It was not convenient for the pedestrians. But now it’s really good,” said one resident. The town is the first of seven to have this dedicated path under the National Cycling Plan. By 2012, it will be a common sight in Tampines, with the entire stretch spanning 9.2 kilometres.
