SINGAPORE - Minister Mentor Lee Kuan Yew says China needs to master English to grow economically.

Speaking at the inaugural FutureChina Global Forum Meeting, Mr Lee said mastering bilingualism is difficult but China has to create an English-speaking environment to master the language.
During the forum, Mr Lee also tackled a host of other issues, ranging from United States-China relations to political succession in China and bilingualism.
Organised by Business China, the theme of the forum was "Strategic Insights for riding China's next decade".
Responding to a question, Mr Lee said the role of the US as a world power will change in about two decades' time and it has to come to terms with China becoming a super power.
He said that the US knows that China's gross domestic product will be greater in 20 to 30 years' time.
And while ties between the two superpowers fluctuate, Singapore will not be affected said Mr Lee.
Singapore, Mr Lee said, keeps an equal distance between China and the US.
On the situation in East Asia, Mr Lee said regardless of political and other non-confluence interests, China, South Korea and Japan will not be able to form a centre of power.
He said the sheer proximity of South Korea and Japan to China will mean that the two countries will ride on China's growth.
However, Mr Lee said this does not mean Japan will align itself with China politically. He pointed out that Japan and South Korea will continue to have close ties with the US.
Mr Lee also touched on political succession in China.
He pointed out that China's next leadership succession is already in place and that the country is not short of outstanding leaders.
But Mr Lee noted that corruption will be China's greatest problem.
Doing business in China requires connections, but Chinese officials understand that Singaporean businessmen are reliable and not corrupt.

He said: "The Taiwanese are ruthless, Hong Kongers are shameless and Singaporeans are ignorant. People who are ignorant are not corrupt and reliable."

Compulsory disclosure urged for listed firms' executives' pay packages

SINGAPORE : Accounting firm Ernst & Young has said the Singapore Exchange (SGX) should implement compulsory disclosure of pay packages of executives in listed companies.

This comes after its survey found that only 20 per cent of companies had fully disclosed their executive compensation practices.

Some 55 largest companies based on market capitalisation have been analysed in the Ernst & Young Executive and Board Remuneration report.

Companies listed on the SGX may be in compliance with listing requirements, but Ernst & Young said they are not necessarily providing full disclosure, particularly in the area of executive pay.

And industry watchers are calling on SGX to tighten the rules and learn from other financial centres like Hong Kong and New York.

Julia Smith, Singapore Practice Leader for Performance and Reward, Ernst & Young Solutions LLP, said: "In the US, you will actually see 100 per cent disclosure because of the legal requirement in the US. Here in Singapore, companies only need to disclose in pay bands, only S$250,000 pay bands."

The report also found that the pay package did not correspond with the companies' performance for 36 per cent of firms.

But Ernst & Young could not explain the disconnect due to lack of information.

Meanwhile, the report showed that there are two extremes in CEOs' salaries due to uneven financial performance last year.

Ms Smith said: "If we look at the bottom-line profit for companies, there were two extremes. We have about a third of Singapore companies who actually saw their profit grow by more than 20 per cent, so a very significant improvement on profits. About 20 per cent, or one out of five, saw their profits shrink by more than 20 per cent."

Last year, the number of CEOs with total compensation packages of over S$5 million more than doubled on-year to a quarter of CEOs.

On the other hand, the number of CEOs who earned less than S$1 million also rose from 12 to 17 per cent. - CNA/ms

This is my analysis for this week.

1. SSE and HangSeng Bull Runs are beginning to pick up speed, they should see a lot of good days this week.

2. Europe Markets are at the beginning of their Bull Runs, I'm expect many rallies to come for them.

3. The Bulls are also rallying in US markets. The first 1/3 of US earning season is fantastic, we should see more good results for the next 2 weeks.

4. STI has reach a critically high level, every technical indicators show overbrought. Fueled by global sentiment, it should continue to rise higher, but hitting 3000 point is a dangerous level that we must carefully observe.

I suggest switching to overseas markets. You can buy some good counters in HangSeng, FTSE or NYSE.

If you still want to buy in STI, you must be very selective. Only Buy undervalued good fundamental stocks.

My pick are Noble Grp, Sound Global, UtdEnvirotech, ST Engg and UOB.

This is my just personal analysis, you invest at your own risk.

Bank Debt

Chinese banks may struggle to recoup about 23 percent of the 7.7 trillion yuan ($1.1 trillion) they’ve lent to finance local government infrastructure projects, according to a person with knowledge of data collected by the nation’s regulator.

About half of all loans need to be serviced by secondary sources including guarantors because the ventures can’t generate sufficient revenue, the person said, declining to be identified because the information is confidential. The China Banking Regulatory Commission has told banks to write off non-performing project loans by the end of this year, the person said.

Only 27 percent of the loans to the financing vehicles can be repaid in full by cash generated by the projects they funded, the person said. An official at the banking regulator’s press office in Beijing declined to comment when contacted today.

Bank of China Ltd. dropped 0.3 percent to 3.56 yuan.

Agricultural Bank of China lost 0.4 percent to 2.80 yuan.
