Nothing has been solved in Europe after the recent summit, it is just delay tactics employed by the politician. They do this by throwing cheap money into the banking system.  Next year will be major elections coming up for US and France. With Euro gaining strongly against the dollar and broke the 1.31 mark, to many is a sign of rally. Plus US had some good reports like the housing start, which of course not really a very significant report in my opinion, but nonetheless, today there might be a stronger push trying to sustain the gains.
